To Orwell Today,

Hi Jackie,

You may have already discussed this, if so, forgive me. This paragraph is in chapter 5 of 1984, implying that the rocket bombs hitting London are being fired by same government:

"In some ways she was far more acute than Winston, and far less susceptible to Party propaganda. Once when he happened in some connexion to mention the war against Eurasia, she startled him by saying casually that in her opinion the war was not happening. The rocket bombs which fell daily on London were probably fired by the Government of Oceania itself, 'just to keep people frightened'. This was an idea that had literally never occurred to him."

I know false flags were nothing new, but for that time I think it was rather unusual to discuss such a thing. Could you expound on this?

That passage is Orwell's way of getting out the information that the acts of terrorism (his word 'rocket bombs') that go on all over Oceania (UK, America, Australia etc) - are actually being done by the government of Oceania itself (as is also the case in Eastasia and Eurasia on their people) to provide an excuse to go to war against the nation of the chosen enemy as well as to set up surveillance police-states at home "to keep people safe" from future "terrorist" ('rocket bomb') attacks.

For example, they're doing this on a massive scale in Iraq and Afghanistan as an excuse to keep our soldiers there (ie attacking them with 'rocket bombs') after doing something similar to get them there in the first place (ie 'rocket bomb' of 9/11).

Orwell called it "reality control".

Another term is, as you say, placing a "false flag" - ie blaming an innocent country (or person of a country).

Yes, this is a charade that's been going on for hundreds of years but doesn't occur to most people and even when it's pointed out they don't believe it, or are too "goodthinkful" or afraid of getting caught by the "thought police" to admit it. Also, most people are trained in the "crimestop" techinique of "stopping short at the threshold of any dangerous thought" to pursue that line of thinking.
