SMART METER PRIVACY CHALLENGE

My spouse, a 35-year veteran of ER medicine began to question the unusual number of cancers being diagnosed in young people.
We attended the "Worried about Wireles" Symposium (C4ST, Sept 2014) and left worried. At the time we were unaware that our home even had a "smart" electric meter. There it was directly outside our bedroom. An RF meter showed pulses as strong as a microwave for 5-10 seconds a minute. We moved rooms. We contacted Toronto Hydro asking for the install date. It took about a year to receive a reply. It turned out the the meter installation took place shortly before our electrical panel malfunctioned causing a small fire in our home. This was possibly coincidence but suspicious. Since then we have been anxiously awaiting the chance to OPT out.
The installation of a smart water meter could not be done without entry to our home. We have not refused entry but have have sent multiple questions about the program and tried to discover if there might be an alternative. We have paid the fines levied on our accounts and submitted our reading to Toronto Water every 2 to 3 months. Both Neptune and the Water Department have consistently responded that the program is Mandatory. We were given "assurance" that our privacy would be protected but the facts seem to be in conflict with this.
Toronto has a "My Water" portal. All that is needed to access it is an account #, last name on bill, postal code and method of payment. Five options, several tries. This information is available to any city employee, the people at the bank where we pay the bill and anyone that can access the bill when it arrives in the mail or is not shredded properly prior to disposal. Once in daily water usage going back several years can be seen. For single or double occupant households it is easy to determine daily habits and even more disturbing patterns of absence. We have asked the city to Password protect the portal and been ignored. We are wondering if anyone has launched a challenge under the Canadian Charter's right of "a reasonable expectation of privacy"?
We have recently received a summons to attend Ontario Court and anticipate being forced to comply with an added fine. It appears that by December 2015 forty other Toronto households were referred to the courts. We know we are not alone in trying to combat both a health and surveillance issue. We have sent an appeal to C4ST but would appreciate any suggestions you or your readers have as to how to proceed.
